Types of Fire NOC
There are typically three types of Fire NOCs, depending on the stage of your project:
Pre-Establishment NOC: This is for new buildings and is issued before construction begins. It ensures that the building plans comply with fire safety regulations.
Pre-Operational NOC: This is issued after the construction is complete but before the building is occupied. The fire department inspects the premises to ensure all fire safety measures, as per the approved plan, have been installed and are functioning correctly.
Periodic/Annual Renewal: Fire NOCs have a validity period and need to be renewed periodically to ensure that the fire safety systems are well-maintained.
General Application Procedure
While the exact steps may vary slightly, the general online application process is as follows:
Access the Portal: Visit the official website of the Uttarakhand Fire and Emergency Services Department or the state’s single-window portal.
Select NOC Type: Choose the type of NOC you are applying for (Pre-Establishment, Pre-Operational, or Renewal).
Fill the Application Form: Fill out the online application form with all the required details, such as:
Building/Project name and address
Details of the director, proprietor, or authorized coordinator
Type of industry or building occupancy (e.g., commercial, residential, hospital, school)
Maximum height of the building
Plot area and total covered area
Number of floors and blocks
Information about fire safety equipment to be installed
Upload Documents: Scan and upload all the necessary documents in the specified format (PDF, JPG, etc.).
Pay Fees: Pay the required application fee online.
Submit and Track: After submitting the application, you will receive a unique application ID, which you can use to track the status of your application.
Inspection and Verification: Once the application is submitted, a committee of fire officers will be assigned to inspect the premises (for Pre-Operational NOC and renewal) or review the plans (for Pre-Establishment NOC).
Issuance of NOC: Based on the inspection report and verification of the documents, the concerned authority will approve or reject the application. If approved, the Fire NOC will be issued and can be downloaded from the portal.
Required Documents
The documents required can vary based on the type of NOC you are applying for. However, a comprehensive list of commonly required documents includes:
Building Plans: Structural map, site plan, key plan, floor plan, elevation plan, section plan, terrace plan, and fire plan, all duly approved by the competent authority (e.g., MDDA, SIDA, etc.).
Building-Related Certificates: Architect’s completion certificate, structural stability certificate, and certificate for electronic wiring from a recognized agency.
Fire Safety Equipment Details: A list of fire-fighting appliances and equipment installed or to be installed as per the National Building Code (NBC) of India.
Proof of Identity and Address: Aadhar Card, Election Card, Passport, etc., for the applicant.
Previous NOC (for Renewal): A copy of the previously issued Fire NOC.
